The Public Sector Infrastructure Delivery Management Programme (PIDM) focuses on the training of public sector construction, facilities & infrastructure managers to provide insight into and enhance the effective use of the Infrastructure Delivery Management System (IDMS) towards standardised work methods and improved workflow. The workshop specifically aims to provide you with a comprehensive introduction and overview to infrastructure planning and budget alignment with infrastructure delivery, covering the IDMS, best-practice methodologies, processes, procedures and guidelines available in the IDM Toolkit. In addition, the training is designed to assist officials to understand and comply with the legislation governing management of infrastructure assets. The training is further designed to assist officials to have key knowledge on IDMS Toolkit in order to enable them to train fellow employees in a “Train-the-Trainers” session.

Learning Outcomes:

At the end of the workshop and skills development program, the officials will be able to:

  • Manage the Department’s Project Portfolio;
  • Conduct Project Performance and Risk Management;
  • Help managers to conduct asset condition assessment;
  • Conduct utilisation assessments for Operations and Maintenance;
  • Complete the gaps in the Project, Programme and Procurement.


This programme has been approved as a University of Cape Town short course for 2021, according to University policy. The course duration is 15 hours and participants who attend the course will receive a University of Cape Town certificate of attendance.

    Abimbola Windapo is a Professor of Construction Management at the Department of Construction Economics and Management at the University of Cape Town, with more than 33 years of experience in the construction industry. She is a registered Construction Project Manager with the SA Council for the Project and Construction Management Profession (SACPCMP) and Registered Builder with CORBON. Her research focus is in the area of construction industry development, business and project management from a performance and practice perspective. She was the recipient of the prestigious 2019/2020 NSTF-South 32 Engineering Research Capacity Development Award.

Mr.Thabo Chelechele

    Mr Thabo Chelechele holds a Baccalures Degree in Political Studies, Honours Degree in Public Policy Management and Administration and a Masters in Public Policy Admiinistration from the University of Pretoria. He also holds an Immovable Asset Management Programme Certificate from the University of the Free State and Project Management and Administration from the University of Cape Town. He is a guest lecturer on the Immovable Asset Management Programme for the University of Pretoria, E Enterprise.

    Thabo Chelechele is a GIAMA Specialist and Director at One Touch Property Group. He played a critical role in assisting Eastern Cape Public Works, Mpumalanga Public Works, Limpopo Public Works and Gauteng Infrastructure Development with Skills Development, Capacity Development and training on the Immovable Asset Management Programme. Prior to founding One Touch Group, he was an Executive Director for Indigo Kulani Group where he was responsible for the Skills Training of Department of Justice and Constitutional Development officials on the Property Management Planning and Immovable Asset Condition Assessment Project and SAFCOL for immovable asset and facility occupancy audit and OHSA Compliance.

    Spencer holds a National Diploma and Baccalaureus Technologiae Degree in Mechanical Engineering, a Masters Degree in Business Administration (MBA) and a PhD in Construction Management. Spencer is a specialist in Project Management, Facilities Management, SMME Development and Property Development. Spencer is also a guest lecturer for the Nelson Mandela Metropolitan University (NMMU) and the University of the Free State (UFS). He lectures courses in Facilities Management, Building Condition Assessments and Building Maintenance.

    He is a specialist in Project management, Immovable Asset Management, Social Housing and SMME development. Spencer has written and presented several papers in Infrastructure Asset Management and Facilities Management at National and International Conferences and has published articles in accredited construction journals. In addition to lecturing courses in Facilities Management on the Nelson Mandela Metropolitan University, MSc. Built Environment Programme and the University of Free States Facilities Management Programme, he is also a consultant to international companies on Facilities management and serves as the Chairman of several Body Cooperates.Spencer was also involved in GIAMA Packaging and Training for Limpopo Provincial Government. He was also involved in IDMS Training for Eastern Cape Provincial Government and National Department of Public Works in conjunction with the University of Pretoria
