    Mr Makhuvha holds a Master’s Degree in Financial Management from the University of Johannesburg; an Honours Bachelor of Accounting Science (BCompt Honours) degree from UNISA; and a Bachelor of Commerce degree in Accounting from the University of Venda. Makhuvha has held directorships and chairmanships in boards of some of IDC investee companies. He has been a member of the Board of Trustees of the IDC Provident Fund and the Vice Chairman of IDC Employment Equity (EE) Forum.     Riaan Oosthuizen is currently the Chief Executive Officer of the Mpumalanga Regional Training Trust, a public entity that is mandated to develop the human resource base of the Mpumalanga Province through skills training.
    He has previously been employed as Director for Training and Development at the Tourism and Business Institute of Southern Africa based in Cape Town and as Managing Principal at the International Hotel School in Durban.
    Riaan is passionate about skills development with a specific outcome in mind on either full time job creation or self- employment. His enthusiasm and energy is aimed at rural development that is directly linked to economic development of rural areas, support of Local Economic Development strategies of municipalities and infrastructure projects in these areas.

    Surprise Mmotong is an Assistant Manager: Education Specialist at the Auditor General of South Africa and has eight years’ experience in an education sector. Amongst her responsibilities she conducts research on education matters such as post-school education and training in particular skills development. She is currently registered for a PhD study on the ecosystem of skills development examining the accountability frameworks. She holds a Master of Science in Development Planning, which focused on the social, economic and management issues in the development field.

    Mr Berzack Maphakwane holds a degree in Economics and Public Administration from the University of Botswana and a Post graduate Diploma in Regional Development Planning from the University of Wales, Swansea, UK. His area of expertise is development, with special focus in development planning and rural development. His experience spans 30 years, 7 of which were spent in consultancy work prior to rejoining Government in 2015 as Deputy Permanent Secretary (Corporate Services) and later re-designated to be Secretary of the Rural Development Council (RDC Berzack worked at UNDP as National Economist based in Botswana between 1991 and 1993. The Rural Development Council is a long standing, high level structure of Government with the mandate to oversee and coordinate rural development efforts across Government, development partners and other stakeholders.

    Jeff grew up in the Eastern Cape and studied for a B com degree and a Diploma in Agriculture. He initially worked as a dairy manager and citrus manager in the late 1970’s.He has used his extensive knowledge to start a dairy consulting business in 1982 which is still running today servicing clients in the Eastern Cape. Jeff played an Instrumental role in moving the milk production of the Eastern Cape from 11% of SA to 32% of SA currently. Jeff owns shares in dairy farming operations and Initiated Coega Dairies Pty Ltd which processes UHT and has a joint venture with Famous Brands producing cheese. Jeff has served as a Director of various companies including Coega Dairies. Jeff has over 40 years’ experience in the dairy industry.

Her focus is to support public and private sector organizations to overcome the challenges of Renewable Energy Access and grow the Agriculture industry in Sub-Saharan Africa. In May 2013, her passion lad her to develop Born to Succeed an organization which identifies young women from peri-urban and rural areas in South Africa who have passed grade 12 but are unemployed. The programme imparts skills to assist them in securing various employment opportunities, it currently holds a 94% employment rate post the programme tenure.

Dr Jethro Zuwarimwe

    Dr Jethro Zuwarimwe is a Senior Lecturer of the Institute for Rural Development in the School of Agriculture at the University of Venda. In January 2012, he took up the position of Senior Lecturer in the Department of Agriculture at Namibia University of Science and Technology. Dr J Zuwarimwe has worked in the Government, NGO and Tertiary Education sectors since 1992. He has also been involved in some research and provided consultancy services to among others UNDP, WFP, GIZ and government ministries on rural development issues such as food security, sustainable agriculture, climate change and resilience and entrepreneurship development among many other rural development issues. He has a passion for rural development and has published close to 25 peer reviewed articles and two book chapters on development issues.

Previously, she was Permanent Secretary of The Ministry of Police and Public Safety, Lesotho. She is experienced in policy and strategic plan formulation in social protection, education, agriculture, health, project design, implementation, monitoring, evaluation, coordination of multi stakeholders, training in education and participatory approaches, development of training modules, research and consultancy.

    Pumela holds a MA Degree in Development Studies (NMMU). She previously worked at University of Fort Hare as Manager: Co-operative Development Centres and Policy Formulation. She currently works at ECRDA and she contributes to the overall operation, documentation and co-ordination and dissemination of information in support programme management. She maintain the knowledge management programme co-ordination and liaison with internal and external constituents. Pumela Effectively project manage all operational team projects and align to the strategic deliverables of the ECRDA and wider local government objectives. The Project Management Unit has the following programmes namely: Cropping/Agro-processing, Forestry, Livestock, New Business, SMME and Business support and Social Facilitation.

    Brigadier General (Dr) Gerhard Kamffer: Director Army Reserves, has more than 40 years’ service as a Reserve Officer in the SA Army. In 1973 he was commissioned as an officer in the then South African Defence Force. He has risen through the ranks and served in various command and staff positions and now holds the rank of Brigadier General in the SA Army. He was appointed as the Project Officer for Project Phoenix in 2003 for the rejuvenation and transformation of the Army Reserves. He was also tasked by Chief of the South African National Defence Force (SANDF), General Solly Shoke, to devise a plan whereby the SANDF can make a contribution to the development agenda of government including rural development. In 1998, he obtained a doctorate from Potchefstroom University (nowadays called the North West University) in military history.

Previosly, Themba worked for Local Economic Development Facilitation, responsible for Local Economic Development, Urban and Rural Development. He was previously Acting Municipal Manager: Nelson Mandela Bay Metropolitan municipality from 2011 to 2012. He performed a number of duties in municipalities and departments acquiring a lot of experience in the Public Sector.

    Masiphula Mbongwa is currently the Special Advisor to the Minister of the Department of Rural Development and Land Reform (DRDLR). He is an experienced senior manager in government, development practitioner, economic analyst and strategist in agriculture, development finance, business, anti-poverty, rural development, and land administration. His career started 21 years ago as a senior government official. For 12 years he served as a member of the senior management staff of the National Department of Agriculture: starting in 1996 as a Chief Director, becoming a Deputy Director General in 1998, and Director General in 2005. In 2008, he worked in The Presidency as Director General for the War on Poverty Programme. He moved to the Department of Rural Development and Land Reform with the War on Poverty Programme in April 2010. He became the founding senior manager for the Land Tenure and Administration branch in the Department. From January 2015 to-date, he joined the Ministry of Rural Dev elopement and Land Reform from as the Special Ministerial Advisor.

    Philip Coetzer is an experienced and seasoned strategist with a passion for people development and is an impactful coach. He received most of his academic qualifications, including a PhD in 1994, from the University of the Free State (Faculty of Business and Economic Sciences). At present he serves on various national and regional boards and is involved actively in project management of several international donor-funded projects, eg the Global Fund, the United Nations Development Programme and Agence Canadienne de Développement International (CIDA). He is a Staff Officer at SA Army Armour Formation, serving as a part-time professional soldier. He currently is assisting the Department of Defence (SANDF) with various ambitions initiatives in support of national and rural development.

    Mr Ramukumba has worked in the office of the Auditor General and the Rand Water Group as a Senior Internal Auditor and later the Group Audit Manager and worked in this position until June 2011. He joined the NYDA as the Chief Financial Officer in May 2011. Mr Ramukumba was appointed to the position of Chief Executive Officer in May 2014. He is passionate about youth development and, as a result, has served and continues to serve in various leadership positions in youth organizations focusing on issues of young people across the board. Mr Ramukumba has been tasked with the turnaround of the Agency by the last Board of Directors, which has seen the achievement of two clean audits, two consecutive years of highest performance achieved by the Agency and a successful restructuring.
